Can two units share a serial number if they have different part numbers?

No. Serial numbers are unique per organization (case-insensitive), so a unit's full history stays unambiguous. If your lines reuse short serials across products, send the part number explicitly alongside the serial, or embed it in the serial (for example PCB01-000123).
